India third on global 'female smoking list'

Indian women are among the worst in the world when it comes to smoking. According to the latest Tobacco Atlas, the country ranks third in the top 20 female smoking populations across the globe.

Only the US with 2.3 crore female smokers and China with 1.3 crore women smokers are worse off than India in this chart. However, as far as percentage of women smoking is concerned, it is below 20% for India.

Among India's immediate neighbours, only Pakistan figures in this infamous list, but right at the bottom at 20th with around 30 lakh female smokers.

Published by the American Cancer Society and World Lung Foundation, the Atlas makes another serious observation -- female smokers in India die an average eight years earlier than their non-smoking peers.

According to the Atlas, about 250 million women in the world are daily smokers -- 22% being from high resource countries and 9% from low and middle resource countries.

Realising the potential of this growing market, the Atlas said the tobacco industry has been marketing cigarettes to women using seductive but false images of vitality, emancipation, slimness, sophistication and sexual allure.

Reacting to the report, Dr P C Gupta, director of Healis Sekhsaria Institute of Public Health, told TOI that this finding had very serious implications for India. "Even though the percentage prevalence of women smoking in India isn't that high, the number is huge. In addition to all the harm that tobacco causes to men, women are additionally exposed in a special way because of their reproductive function."

Dr Gupta added that tobacco consumption reduced birth weight of the foetus, decreased their gestational age leading to premature babies, increased the risk of still births and heightened chances of anaemia among adult pregnant women.

"The government isn't focusing on anti-tobacco campaign that specially targets women. Smoking is definitely increasing in young college going women showing that the tobacco industry is targeting them very strongly," Dr Gupta added.

The Atlas said tobacco killed some six million people each year -- more than a third of whom will die from cancer -- and drained $500 billion annually from global economies.

As 25% of smokers die and many more become ill during their most productive years, income loss devastates families and communities. In 2010, 72% of those who die from tobacco related illnesses would be in low- and middle-income countries. By 2030, 83% of these deaths will occur in low and middle-income countries.

Unveiled at the Global Cancer Summit on Wednesday, the Atlas said 2.1 million cancer deaths per year will be attributable to tobacco by 2015. "The Atlas is crucial to helping advocates in every nation get the knowledge they need to combat the most preventable global health epidemic," said John R Seffrin, CEO of American Cancer Society.

பணத்துக்காக மூதாட்டி கொலை செய்யப்பட்ட வழக்கில் இளம்பெண், கள்ளக்காதலனுடன் கைது செய்யப்பட்டுள்ளார்.கன்னியாகுமரி மாவட்டம் சுசீந்திரத்தை அடுத்த ராமனாதிச்சன்புதூரைச் சேர்ந்தவர் சிலுவைதாசன்(80); இவரது மனைவி ஞானப்பிரகாசி(58). இவர்களுக்கு மூன்று மகன்களும், இரண்டு மகள்களும் உள்ளனர்.மகள்களை திருமணம் செய்து கொடுத்ததில் கடன் பட்டிருந்த சிலுவைதாசன், மகள் சுதாவின் தோழி அமுதா என்பவர் வழியாக ஒரு தனியார் நிதிநிறுவனத்தில் வீட்டுப்பத்திரத்தை அடமானமாக வைத்து ஒரு லட்சம் ரூபாய் கடன் பெற்றுள்ளார்.ஆனால், பணத்தை சிலுவைதாசனிடம் கொடுக்காமல் அமுதா இழுத்தடித்துள்ளார்.

சிலுவைராஜன் மருத்துவமனையில் அனுமதிக்கப்பட்டுள்ளதை அறிந்த அமுதா எதுவும் தெரியாதது போல் அங்கு சென்றுள்ளார். அமுதாவை பார்த்ததும் சிலுவைராஜன் சைகையில் எதுவோ சொல்ல உறவினர்கள் அவரை பிடித்து போலீசில் ஒப்படைத்தனர். போலீசின் விசாரணையில் முன்னுக்கு பின் முரணாக பதிலளித்த அமுதா, பின்னர் உண்மையை ஒப்புக்கொண்டார்.கணவர் சிவலிங்கம் வெளிநாட்டில் வேலை பார்ப்பதால், மாணிக்கராஜுவுடன் அமுதாவுக்கு கள்ளத்தொடர்பு ஏற்பட்டுள்ளது. இருவரும் ஜோடியாக பல இடங்களில் சுற்றியதால் ஏற்பட்ட கடனை அடைக்க சிலுவைதாசனிடம் பணத்தை அபகரிக்க முடிவு செய்துள்ளனர்.

முதலில் பணத்தை கொடுத்து விட்டு மாணிக்கராஜு மூலம் கொள்ளையடிக்க திட்டம் போட்டுள்ளனர். பின்னர், கொலை செய்ததாக அமுதா போலீசில் வாக்குமூலம் கொடுத்துள்ளார். இதைத் தொடர்ந்து மாணிக்காராஜுவும் கைது செய்யப்பட்டார். மாணிக்கராஜு மீது ஏற்கனவே 12 வழக்குகள் நிலுவையில் உள்ளதால் அவரை குண்டர் தடுப்புச்சட்டத்தில் கைது செய்ய போலீசார் முடிவு செய்துள்ளனர்.

Accused pulls out knife in court, says cops gave it to him

Raising very serious concerns about security at Tihar Jail, Ravi Kapoor, key accused in the murder of journalist Soumya Vishwanathan, shocked everyone in a trial court on Thursday by pulling a knife out of his pocket. Kapoor also alleged that the cops had given him the knife to attack undertrials in Tihar Jail.

Kapoor, facing prosecution in several criminal cases including the murders of Vishwanathan and IT executive Jigeesha Ghosh, was on Thursday produced in court in connection with a case filed against a failed attempt of his to flee from police custody from a hospital.

Catching everyone in court by surprise, the accused took out a knife from his pocket to prove his allegation that the knife had been given to him by policemen to attack other undertrials inside the lock-up at the Patiala House courts complex.

Shocked by such an allegation, the court asked the jail superintendent for an explanation. "Tihar jail superintendent (high risk cell) is hereby directed to file an explanation to the allegations of the accused by June 4 before the court,” metropolitan magistrate Veena Rani said.

After the unlikely allegation made by Kapoor, the court ordered seizure of the knife and asked the policemen escorting Kapoor and the official in charge of the lock-up to file a written response during the day. The replies of the policemen and the official were taken on record for consideration by MM Rani, who was hearing the matter in the absence of the regular judge MM SPS Laler, and who put up the matter for consideration on June 4.

The court, meanwhile, directed the Tihar jail superintendent to ensure the accused is not assaulted or harassed inside prison. A sessions court had earlier framed charges against five persons, including Kapoor, for their alleged roles in the murder of Vishwanathan, who was a TV journalist. Kapoor is also charged under the stringent MCOCA for running an organised crime syndicate in the capital.

மாமியாரை கொலை செய்த மருமகளுக்கு ஆயுள் தண்டனை

மாமியார் கொலை வழக்கில், மருமகளுக்கு ஆயுள் தண்டனை விதித்து சென்னை மகளிர் கோர்ட் தீர்ப்பளித்துள்ளது.

சேப்பாக்கத்தைச் சேர்ந்தவர் சாந்தா (70). இவருக்கு நான்கு மகன்கள். அனைவருக்கும் திருமணமாகி விட்டது. இவரது ஒரு மருமகள் லட்சுமி. இவருக்கு இரண்டு குழந்தைகள். இவர்களை சரிவர கவனிப்பதில்லை என, மருமகள் லட்சுமியை சாந்தா கண்டிப்பார்.

இதனால், மாமியார் சாந்தா மீது லட்சுமிக்கு கோபம் ஏற்பட்டது. பூஜை அறையில் சாமி கும்பிடும் போது, சாந்தாவை கத்தியால் லட்சுமி குத்தினார். படுகாயமடைந்த சாந்தா, அங்கேயே இறந்தார்.

2007ம் ஆண்டு மே மாதம் இச்சம்பவம் நடந்தது. லட்சுமி மீது கொலை வழக்குப் பதிவு செய்யப்பட்டது. திருவல்லிக்கேணி போலீசார் வழக்குப் பதிவு செய்து விசாரித்தனர்.

இந்த வழக்கை, சென்னை மகளிர் கோர்ட் நீதிபதி முகமது ஜபருல்லாகான் விசாரித்தார். லட்சுமி மீதான குற்றச்சாட்டுக்கள் நிரூபிக்கப்பட்டுள்ளது எனக் கூறி அவருக்கு ஆயுள் தண்டனையும், 10 ஆயிரம் ரூபாய் அபராதமும் விதித்து, நீதிபதி முகமது ஜபருல்லாகான் தீர்ப்பளித்தார்.

சேலம் அருகே மயக்க ஊசி போட்டு கணவனை சித்ரவதைக்கு ஆளாக்கியதுடன், உறவினர்களுடன் சேர்ந்து வெற்றுப் பத்திரங்களில் கையெழுத்து வாங்கிய டாக்டரின் மனைவியை போலீசார் தீவிரமாக தேடி வருகின்றனர்.சேலம் மாவட்டம் காகாபாளையத்தைச் சேர்ந்தவர் கண்ணன்(41); லேப்ராஸ்கோபி டாக்டர். அவரது மனைவி சித்ரா(44); மகப்பேறு டாக்டர். இவர்களது மகன் நவீன்(16)

காகாபாளையத்தில் சி.கே., மருத்துவமனையை சித்ரா நடத்தி வந்தார். இடைப்பாடியில் நவீன் மருத்துவமனையை கண்ணன் பார்த்து வந்தார். பிரபல மருத்துவமனைகளில் ஆபரேஷன் பணிக்கும் அவர் சென்று வந்தார்.கடந்த 18 ஆண்டுகளாக சந்தோஷமாக இருந்த டாக்டர் தம்பதிகளிடையே கடந்த சில ஆண்டுகளாக தகராறு ஏற்பட்டது.

இது விவாகரத்து வரை சென்றது. பின் பெற்றோர், உறவினர்கள் தலையீட்டால் பிரித்து வாழ்ந்த தம்பதியர், இரண்டு மாதமாக சேர்ந்து வாழ்ந்தனர்.அவர்கள் வாழ்வில் சொத்துப் பிரச்னை தலைதூக்க ஆரம்பித்தது. கண்ணன் பெயரில் உள்ள சொத்துக்களை, தன் பெயருக்கு மாற்றித் தர வேண்டும் என, சித்ரா பிரச்னை செய்துள்ளார்

இதற்கு அவர்களது உறவினர்களும் ஆதரவாக இருந்துள்ளனர்.கடந்த 24ம் தேதி வீட்டுக்கு வந்த கண்ணனை, மனைவி சித்ரா மற்றும் உறவினர்கள் தனி அறையில் கட்டி வைத்து மயக்க ஊசி போட்டு சித்ரவதை செய்து வெற்றுப் பத்திரத்தில் கையெழுத்து வாங்கி உள்ளனர். உடல் முழுவதும் காயங்களுடன் கிடந்த கண்ணனை, அவரது மாமா மீட்டு சேலம் தரண் மருத்துவமனையில் சிகிச்சைக்காக அனுமதித்தார்.

அதைத் தொடர்ந்து, மகுடஞ்சாவடி போலீசாரிடம் டாக்டர்கண்ணன் அளித்தபுகார் விவரம்: ஐந்து ஆண்டுகளாக நான் சம்பாதித்த சொத்து சம்பந்தமாக கருத்து வேறுபாடு ஏற்பட்டதால், மனைவிக்கும், எனக்கும் இடையே தகராறு இருந்து வந்தது. கடந்த ஏப்ரல் 24ம் தேதியன்று வாழப்பாடி சென்று விட்டு இரவு 11 மணிக்கு வீட்டுக்கு வந்தேன். சாப்பிட்ட பின், மனைவி அறைக்கு சென்றேன்.

இவ்வாறு தொடர்ந்து இரண்டு நாட்களாக ஐந்து முறை மயக்க ஊசி போட்டனர். சித்ரா என்னிடம் வந்து, 'எங்கப்பா பத்திரங்களை கொண்டு வந்துள்ளதாகவும், அதில் நான் கையெழுத்து போட்டு சொத்துக்களை அவர் பெயருக்கு எழுதி வைக்க வேண்டும் என்றும், அப்படி இல்லையென்றால் ஊசி போட்டு கொலை செய்து விட்டு, நீயே தற்கொலை செய்து கொண்டதாக கூறி விடுவேன்' என, மிரட்டினார்.உயிருக்கு பயந்து நானும் எழுதிய பத்திரம், எழுதாத பத்திரங்களில் கையெழுத்து போட்டேன்.

அதன் பிறகு மயக்க ஊசி போட்டு கை, கால்கள் கட்டப்பட்ட நிலையில் ஒரு அறையில் அடைத்து விட்டனர். மயக்கம் தெளிந்து, 'காப்பாற்றுங்கள்' என்று கத்தினேன். என் மாமா வந்து என்னை மீட்டு, மருத்துவமனைக்கு சென்று சிகிச்சை பெறுங்கள் என கூறினார். அதன்படி தரண் மருத்துவமனையில் சிகிச்சை பெற்றேன்.இவ்வாறு கூறப்பட்டுள்ளது.

மகுடஞ்சாவடி இன்ஸ்பெக்டர் செல்வராஜ் கூறுகையில், ''டாக்டர் கண்ணன் அளித்த புகாரின் பேரில் அவரது மனைவி சித்ரா மற்றும் உறவினர்கள் மீது கொலை மிரட்டல் வழக்கு பதிவு செய்யப்பட்டுள்ளது. அவர்கள் தலைமறைவாக உள்ளனர்; தேடி வருகிறோம். இன்று புகார் அளிப்பவர்கள், பின்னர் நாங்கள் அனைவரும் ஒன்றாக சேர்ந்து விட்டோம் என்று வருவர். சித்ராவிடம் விசாரணை நடத்தினால், உண்மை நிலை தெரியவரும்,'' என்றார்.

இந்த சம்பவத்துக்கு பின், சித்ரா மற்றும் அவருடன் இருந்தவர்கள் தலைமறைவாகி விட்டனர். சேலம் நீதிமன்றத்தில் ஜாமீன் பெற அவர்கள் முயற்சித்ததாகவும், அந்த மனு தள்ளுபடியானதால், சென்னை ஐகோர்ட்டில் ஜாமீன் கேட்டுமனு தாக்கல் செய்திருப்பதாகவும் தகவல் வெளியாகியுள்ளது.

Cops add insult to former bureaucrat’s injury

He is a retired special deputy commissioner who has been a PA to several ministers, including former state home minister Mallikarjuna Kharge. But none of that apparently made the wheels of justice turn faster for him. Seventytwo-year-old K Narasimhaiah had to wait nearly a month before his complaint of assault and cheating was registered at the jurisdictional police station.

The former KAS officer blames Vijaynagar police inspector Jagannath Rai for refusing to register his complaint on March 30, the day of the incident. He had to make several visits to the police station before his complaint was finally registered in the last week of April.

Speaking to Bangalore Mirror, Narasimhaiah remarked,”If this is the kind of harassment meted out to a retired KAS officer who has served as PA to ministers like Mallikarjuna Kharge and K H Ranganath, what about the common man who approaches the police for justice?” According to him, N U Paramesh, a businessman and resident of Vijaynagar, came to his house on March 30. An argument ensued between the two over an amount of Rs 5.50 lakh. “Paramesh attacked me and I suffered a fracture on my left hand. With the broken hand, I rushed to the police station. But despite being a senior citizen, I was made to wait and the inspector refused to register my complaint, asking for proof,” Narasimhaiah said. “As my children stay elsewhere and I am alone and am also a cardiac patient, I was not in a position to visit the police station the next day. After a few days, I went there but was rebuffed again. Only at the fourth attempt, when I showed them the medical certificate about my fractured hand, the inspector registered the complaint. I could have dropped names or brought influence to bear, but did not do so,” he said. According to Narasimhaiah, he was approached by Paramesh and his wife in September last year. “The couple gave references of people known to me and I loaned them Rs 4 lakh. They gave me a post-dated cheque for Rs 4 lakh. On Oct 5, they approached me and requested an extension of two months for repayment. Subsequently, they kept delaying with the repayment,”he said. Narasimhaiah said he was looking for accommodation for his daughter and son-in-law who are to return from abroad. “Hearing of my requirement, Paramesh volunteered to lease out a portion of his building for Rs 5.50 lakh. Taking the Rs 4 lakh owed by him into account, he asked for another Rs 1.50 lakh. After the money was arranged, a lease agreement was made out,” he said. “On March 30, he came to my house. When the agreement was placed before him for his signature, he turned violent, saying he would not lease out his premises. He assaulted me when I demanded all my money back,” he said. மறுபடி தொலைதொடர்புத் துறை கிடைக்குமா?' என்று ஆ.ராசாவுடனும்... 'அழகிரி, கனிமொழி, தயாநிதி மாறன் ஆகிய மூன்று குடும்பங்களுக்கும் மந்திரி பதவி வாங்கித் தருவதில் கருணாநிதி படும் சிரமங்கள்' குறித்து கனிமொழியுடனும் நீரா ராடியா பேசியதாக விவரங்கள் அந்த டேப் தொகுப்பில் இருந்தன.

ஆ.ராசாவுக்கு தொலை தொடர்புத் துறை கிடைத்தால் தயாநிதி மாறன் எப்படி எடுத்துக் கொள்வார் என்பது பற்றியும், டி.ஆர்.பாலுவின் மன ஓட்டங்கள் பற்றியும் இந்த நீரா ராடியாவுடன் ஆ.ராசாவும், கனிமொழியும் எதற்காக இத்தனை நம்பிக்கை வைத்து பேசவேண்டும் என்ற கேள்வியும் குழப்பமும் இயல்பாகவே இதனால் எழத்தான் செய்தது. மத்திய அமைச்சரவையின் முக்கிய இலாகாக்களை ஒதுக்கும் விஷயங்கள் குறித்து அப்படியரு அதிகாரத் தொனி மிக்க வார்த்தைகளில் அந்த 'லாபியிஸ்ட்' பெண்மணி பேசுவதாகச் சொன்னது டேப் தொகுப்பு!

விவகாரம் அதுமட்டுமல்ல.... தொலைதொடர்புத் துறையின் சார்பாக அதற்கு முன்பும் அமைச்சராக இருந்த ஆ.ராசாவும் இந்த நீரா ராடியாவும் பல மணி நேரங்கள் பேசிய தொலைபேசி உரையாடல்களின் தொகுப்பு, வருமான வரித்துறைக்கென்றே உள்ள இன்டெலிஜென்ஸ் பிரிவின் வசம் இருப்பதாகவும் அடுத்தடுத்து வெளியாகத் தொடங்கிவிட்டன தகவல்கள். வருமான வரித் துறை டேப் செய்திருந்த இந்த உரையாடல்களை, சி.பி.ஐ-யின் ஊழல் தடுப்புப் பிரிவு விசாரணைக்கு அளித்து உதவும்படி டெபுடி ஐ.ஜி-யான வினித் அகர்வால் வைத்த வேண்டுகோள் கடிதம் என்று ஒரு நகலும்.... 'ஆமாம்... நிறைய விவகாரங்களை இது தொடர்பாக டேப் செய்திருக்கிறோம். உரியமுறையில் கேட்டு எங்களிடம் பெற்றுக் கொள்ளுங்கள். அதோடு, இந்த விவகாரம் தொடர்பாக உங்கள் வசம் ஏதேனும் தகவல் வைத்திருந்தால், அதை எங்கள் விசாரணைக்கு நீங்களும் கொடுத்து உதவுங்கள்' என்று வருமான வரித்துறையின் இணை இயக்குநர் ஆஷிஷ் அப்ரால் என்பவர் பதில் எழுதியாக ஒரு நகலும் இப்போது டெல்லியில் கசிந்து... பெரும் புயலைக் கிளப்பத் தொடங்கியிருக்கிறது.

இந்தக் கடிதப் பரிமாற்றங்கள் 2009 வருடம் நவம்பர் மாதத்தில் நடந்ததாக அந்த நகல்களில் உள்ள தேதி குறிப்பிடுகிறது.

அதாவது, 2ஜி ஸ்பெக்ட்ரம் விவகாரம் குறித்து புயலடிக்கத் தொடங்கிய சமயத்திலிருந்தே, அது தொடர்பான ரகசிய விசாரணைகளில் வருமான வரித் துறைக்கென்று உள்ள இன்டெலிஜென்ஸ் பிரிவு இறங்கிவிட்டதாகவே இதை எடுத்துக் கொள்ள வேண்டியிருக்கிறது

வருமான வரி அதிகாரி அளித்த பதில் கடிதத்திலேயே இந்த 'லாபியிஸ்ட்' பெண்மணி நீரா நாடியா பற்றி அதிர்ச்சியும் பிரமிப்பும் கலந்த தகவல்கள் அடுக்கப்பட்டுள்ளன.

வைஷ்ணவி கார்ப்பரேட் கன்ஸல்டன்ட், நோயஸிஸ் ஸ்ட்ராடஜிக் கன்சல்டிங் சர்வீஸ், விட்காம் மற்றும் நியூகாம் கன்சல்டன்ஸி என்று பல்வேறு நிறுவனங்களின் முக்கிய அச்சாணியாக இயங்கும் இந்த பெண்மணியின் தொலைபேசி உரையாடல்களை, மத்திய உள்துறை செயலாளரின் அனுமதி பெற்றே டேப் செய்து வந்ததாகக் கூறுகிறது வருமானவரி கடித நகல். விமானப் போக்குவரத்து மற்றும் பல துறைகளில் உள்ள பிரமாண்ட நிறுவனங்களுக்கு 'ஆலோசகராக' செயல்படும் நீரா ராடியாவின் நிறுவனங்கள், தொலை தொடர்புத் துறை தொடர்பான நிறுவனங்களுடன் இறுக்கமான நட்பில் இருப்பதையும் கடித நகல் கூறுகிறது. மத்திய அமைச்சர் பதவியில் ஆ.ராசாவை தொடர்ந்து நீடிக்கச் செய்வதற்காக முதல்வர் கருணாநிதி காய்களை நகர்த்தி வரும் நிலையில், அடுத்தடுத்து ராசாவின் பதவிக்கு வெடி வைக்கும் விதமாகவே கடித நகல், டேப் விவகாரம் என்று பரவுவது எப்படி என்பதுதான் இப்போது டெல்லியில் மிக சுவாரஸ்யமான விவாதம். அந்தக் கட்சிக்குள்ளேயே இருக்கும் ஒரு சிலரை நோக்கி கைகள் நீள்வதையும் காண முடிகிறது.

''தொலைதொடர்பு தொடர்பான ரகசிய புலனாய்வு ஆவணங்கள் பகிரங்கமாக வெளியானது மத்திய அரசுக்கு பெரிய பாதிப்பை ஏற்படுத்தும்!'' என்று ஒரு தரப்பினர் சொல்லிக் கொண்டிருக்க... 'டாப் சீக்ரெட்', 'கான்ஃபிடன்ஷியல்' என குறியிடப்பட்ட அவையெல்லாம் யாரோ ஒரு உயர் அதிகாரிக்கு விசாரணை டீம் கொடுத்த தகவல் சுருக்கம் போலவே இருக்கிறது. அவை ஒரிஜினலான ஆவணங்கள்தானா... அதை வைத்து சி.பி.ஐ. தனது விசாரணையை மேற்கொண்டு எப்படி கொண்டு செல்லும் என்பதெல்லாம் ஒருபுறம் இருக்க... 2ஜி ஸ்பெக்ட்ரம் விவகாரத்தோடு இன்னும் ஏராளமான பல பகீர் விவரங்களையும் அதில் காண முடிகிறது.

நீரா ராடியாவை மையம் கொண்டு மொரீஷியஸ், ஆப்பிரிக்கா, கினியா என்று எல்லை தாண்டி நடந்திருக்கும் பரிவர்த்தனைகள் குறித்து ஒட்டுக் கேட்டதாக அந்த ஆவணங்கள் கூறுகின்றன.

''இந்தியாவின் மிகப் புகழ்பெற்ற, மரியாதைக்குரிய ஒரு வடநாட்டுத் தொழிலதிபர், எக்காரணம் கொண்டும் தொலைதொடர்புத் துறைக்கு தயாநிதி மாறன் மீண்டும் அமைச்சராகிவிடக் கூடாது என்று நீரா ராடியாவிடம் கேட்டுக் கொள்ளும் உரையாடல் கிடைத்துள்ளது. அதையும் மீறி தயாநிதி மாறன் வந்துவிட்டால், தொலைதொடர்புத் துறையில் தான் செய்து வரும் பிசினஸ்களிலிருந்து வெளியேறிவிடப் போவதாகவும் தொழிலதிபர், நீரா ராடியாவிடம் கூறுகிறார்.

ஆ.ராசாவுக்கு குறிப்பிட்ட பதவி கிடைக்க வேண்டும் என்பதற்காக காங்கிரஸ் பெருந்தலைகளை பிரெயின்வாஷ் செய்யும் வேலையில் இந்தியாவின் பிரபல சேனல் முகங்கள் இருவர் செயல்பட்டனர். நீரா ராடியா மற்றும் அரசியல் பெண் வி.ஐ.பி. ஒருவருக்காகவே இவர்கள் இந்த பேச்சுவார்த்தை முயற்சிகளை நடத்தினர். தமிழகத்தைச் சேர்ந்த பவர்ஃபுல் பெண்மணி ஒருவருக்கு நீரா ராடியா மிக நெருக்கமானவர் போலவே போன் பேச்சுகளில் தொனிக்கிறது!'' என்று கூறும் இந்த ஆவணங்கள், 'ஸ்பெக்ட்ரம்' விவகாரத்தில் சர்ச்சைப் புயலில் சிக்கிய ஸ்வான் டெலிகாமையும் இதில் தொடர்புபடுத்துகின்றன.

''ஜார்கண்ட் மாநிலத்தில் டாடாவின் சுரங்க உரிமத்தை நீட்டிக்க நீரா ராடியா அப்போதைய ஜார்கண்ட் முதல்வர் மதுகோடாவுடன் பேசிய உரையாடலில் மதுகோடா 180 கோடி ரூபாய் கேட்டது தெரிய வந்துள்ளது. அதே உரிமத்தை ஜார்கண்ட் ஆளுநரிடம் நீட்டித்து வாங்கியுள்ளார் இந்த 'சேவைக்காக' ஒரு கோடி ரூபாய் நீராவுக்கு வழங்கப்பட்டுள்ளது!'' என்று வேறு மாநில விவகாரங்களையும் இந்த 'டாப் சீக்ரெட்' ஆவண நகல்களில் காண முடிகிறது. மதுகோடா தொடர்பான ரெய்டுகளுக்கு இந்த 'டாப் சீக்ரெட்' ஆவணமும் ஒரு காரணமா என்பது தெரியவில்லை!

தொலைதொடர்புத் துறையின் 'கிங்'களில் ஒருவரான சுனில் மிட்டல்கூட நீராவின் 'சேவை'யை நாடினார் என்று தொலைபேசி மூலம் ஒட்டுக் கேட்டுச் சொல்கிறது இந்த ஆவணம். இந்த ரேஞ்சில் படிக்கப் படிக்க தலை சுற்ற செய்யும் தகவல்கள் கொண்ட ஆவணங்களில் தொழில் அதிபர்களுக்கும், மிகப் பெரிய அதிகாரிகளும், அரசியலின் உச்ச பதவிகளில் இருப்பவர்களுக்கும் இடையே எத்தனை 'சாலிட்'டான பேரங்களும், புரிந்துகொள்ளல்களும் இருக்க முடியும் என்று புரிந்துகொள்ள முடிகிறது. இந்த மூன்று புள்ளிகளையும் இணைத்து வைக்கும் வேலையில் நீரா ராடியா போன்ற இன்னும் எத்தனை மெகா 'லாபியிஸ்ட்'கள் தரகு வேலை பார்த்துக் கொண்டிருக்கிறார்களோ என்று யோசிக்கும்போது பயங்கரமாகத் தலை சுற்றுகிறது.

''குறிப்பிட்ட அந்த டேப் உரையாடல்களில் இருப்பது மத்திய அமைச்சர் ஆ.ராசா அல்லது ராஜ்யசபா எம்.பி-யான கனிமொழி ஆகியோரின் குரல்தானா என்பதற்கு என்ன ஆதாரம்? தி.மு.க-வை ஒழித்துக் கட்டுவதற்கு டெல்லியில் நடக்கும் பயங்கரமான சதிவலையின் அங்கம்தான் இதெல்லாம்!'' என்று மறுக்கும் தி.மு.க. தலைவர்கள்,

Govt allowed Raja's phone tapping

Union telecom minister A. Raja has retained his job despite being under scanner by two top government agencies. The income tax (I-T) department and the CBI have been on his trail for over six months. Taped conversations between Raja and high-profile corporate lobbyist Nira Radia revealed the DMK leader may have lobbied with her for the telecom portfolio in the UPA government.

The tapes aired by Headlines Today were not random, unauthorised phone recordings. They were part of an I-T probe being carried out with the government's approval. The I-T sleuths were snooping on Radia after getting permission from the home secretary.

The I-T department had written to the home ministry seeking permission to record Radia's telephone conversations to investigate some financial irregularities in the 2G spectrum allocation. The permission was granted to tap Radia's phone for 300 days.

Headlines Today has in its possession a letter written by Ashish Abrol, joint director, I-T, to CBI deputy inspector general (DIG) Vineet Agarwal informing him about the probe. The letter raises a number of concerns about the activities of Radia.

Dated November 20, 2009, the letter reads: "On the basis of specific information received from the CBDT, the telephone lines of Ms Nira Radia and some of her associates were put under observation after obtaining permission from the home secretary." It further claims that the powerful corporate lobbyist might have played a role in the award of telecom licences.

"There are direct conversations between Nira Radia and telecom minister A. Raja. In some other conversations, Ms Radia boasts of having helped some of the telecom operators in the effort to obtain licenses and spectrum," the letter states.

The letter was sent by the I-T department to the CBI at a time when the investigating agency was already probing Raja. The CBI sleuths had raided Raja's telecom ministry office in October 2009 following the 2G spectrum sale.

An FIR (No. RC DAI 2009 A 0045) was lodged in the case on October 21, 2009. A criminal case was filed under Section 120 B of the IPC with Sections 13 (2) and 13 (1)(d) of the Prevention of Corruption Act, 1988. But nothing has come of it so far.

The I-T department, on its part, has been filing monthly status reports of its probe since August 2008, but they have been gathering dust. Headlines Today has dug out two of these reports filed in June and July 2009.

Despite two its own agencies investigating a senior minister and finding evidence against him, the government appears to be dithering on acting against Raja.

The ruling party, instead, put up a brazen defence of Raja. Congress spokesperson Manish Tiwari said: "The minister is the victim of the corporate war… The first thing that has to be established is whether this tapping was authorised or not.

"If it was unauthorised, then it calls for very serious action against those people who have been misusing their licence conditions and tapping people's phones illegally and then distributing it around for corporate advantage. "Tearing into the Congress's defence, BJP leader Arun Jaitley said: " You have corporate lobbyists involved in the process of allocation of portfolios. You have corporate lobbyists involved in the allocation of 2G spectrum. I don't think if somebody cannot see the racket that's going on. "The man in the middle of the raging storm remains unfazed. A day after he dismissed the existence of the tapes with arrogant flourish, Raja on Friday defended himself but didn't deny that the conversations took place.

"I've not heard the conversation, but I've seen the scripts. (I) presume that the scripts are correct.

Nothing is surreptitious in the conversation. I am not a fool to believe a third force can offer a ministerial berth other than my leader Kalaignar ( Karunanidhi), the PM and Sonia Gandhi," he said.

Raja seems to have forgotten what he told Radia on May 24, 2009. The taped conversations record him asking Radia: "My case is cleared?" She replied: "Yeah, your case was cleared last night itself."

More murky twists to Raja tale

In February this year, the CBI probe unit handling the spectrum scam laid its hands on highly incriminating evidence that indicated transfer of scam money to secret accounts in Switzerland and other countries, but under political pressure the ‘lead’ has been conveniently buried.

The CBI stumbled upon damning evidence of money transfer in the spectrum case while probing the arrest of Maharashtra and Goa Chief Postmaster General (CPMG) MS Bali for accepting a bribe of Rs 2 crore from a builder for issuing a No-Objection Certificate (NoC) for granting construction permission on postal land at a prime spot in Mumbai.

Bali was caught red-handed in a Mumbai hotel late on February 24 along with Arun Dalmia, a frequent visitor to Telecom Minister A Raja’s office and residence for five years. Dalmia’s son Harsh was also arrested from the spot.

During interrogation, Dalmia told the sleuths about his two Swiss accounts and property details and high-volume cash transactions flowing into bank accounts in Delhi, Chennai, Singapore, Dubai, Malaysia and other tax havens abroad. Dalmia was for years on the radar of the Intelligence Bureau and RAW, who had informed the CBI that this middle-aged man was a broker for a Chinese telecom equipment vendor. Raja’s plan to grant an over Rs 20,000-crore deal to a Chinese telecom vendor for supplying GSM lines to BSNL was thwarted by the security concerns raised by these agencies.

Sources said the CBI suspected a link between the spectrum scam and the arrest of the duo when it learnt that Raja’s private secretary RK Chandolia had asked Bali to visit the hotel and collect the bribe from the builder. “When Dalmia told us about their Swiss bank accounts and hawala transactions, we knew we had laid our hands on a high-value catch,” said a Central Bureau of Investigation officer. Chandolia was elevated to the post of economic adviser in the Department of Telecom by Raja and his role in the spectrum scam and money transfer was already being probed by the CBI.

According to sources close to Bali, the CPMG spilled the beans on the very first night of interrogation. Confirming this, a CBI officer told The Pioneer: “Bali told us that he got a call from Chandolia around 6 pm to go to the hotel along with Dalmia and collect the money.”

But, shockingly, the role of Chandolia in fixing the deal never came up in the statements recorded by the CBI. “Bali became a scapegoat,” sources said, adding that senior Dalmia also confirmed the role of Raja’s office in fixing this deal.

After the CBI’s Mumbai unit alerted its Delhi counterparts the following day about the confession made by Bali and Dalmia and the possible link between the spectrum scam and Bali, a CBI team airdashed to Mumbai to interrogate the duo.

“But when we reached Delhi, our bosses got instructions from ‘highest authorities’ to delink the Mumbai case from our ongoing investigation. The Mumbai unit also got instruction to limit the case to Bali and Dalmias,” said a CBI official, adding that they were denied permission to verify the transaction details of the two Swiss accounts of the Dalmias.

According to Ministry insiders, Dalmia could be a key player in the spectrum scam. He arrived in early 2005 in Raja’s office in Paryavaran Bhavan, when the latter was Environment Minister. Dalmia was accompanied by two young women and his visiting card showed him to be the Honorary Consular General of a little-known African country, Ministry sources said. “We checked with the External Affairs Ministry and found that he was a fraud. But, in the meantime, he established direct contact with the Minister,” insiders said.

Sources recalled that Dalmia was always escorted by young women whom he introduced as his secretaries. His fortunes shone when Raja became the Communications and IT Minister. Dalmia became the liaison man for a Chinese telecom giant in India, which had a significant presence in the southern and western regions of the country. He operated a slew of financial consultancy services across India and tax havens abroad.

The CBI team found concrete evidence, including photographs, to establish the Minister’s close link with Dalmia in the two-day-long searches at his house. Finding evidence of several high-volume foreign transactions, the Central Bureau of Investigation brought the matter to the notice of the Enforcement Directorate, but to date no progress has been made in the case.

“We were told to stay away from Raja and his men,” a senior agency official maintained.

How to become a crorepati overnight

When the spectrum controversy began to spin out of control and Telecom Minister A Raja was recently attacked by political leaders from within the UPA and outside for his questionable decisions, his mentor and DMK leader M Karunanidhi condemned the critics as people who could "not tolerate the rise of a humble Dalit". As it turns out, the 'humble Dalit' allowed his ministerial clout and official address to be used for businesses which later connected with the spectrum deal, now under the scanner of the high court and the Central Vigilance Commission (CVC).

Not only did a commercial organisation, with the Minister's wife as a director, begin operating from his official residence, well-placed sources said the information was concealed from the Prime Minister in violation of Service Rules. The Minister did not also deem it necessary to file an affidavit of 'non-conflict of interest' between his family's business activities and his role as a Union Minister. In course of time, the address was changed and his wife officially withdrew from the firm. But the company's association with the Raja family continued as closely as before, with the shares distributed among his kith and kin.

Green House Promoters Private Limited was formed barely four months after Raja became a Cabinet Minister (in charge of Environment and Forests) for the first time in May 2004. The Chennai-based real estate company was floated with an initial capital of only Rs 1 lakh, with AM Sadhick Batcha - a close associate of Raja - as managing director and Sadhick's wife Reha Banu as a director. Sadhick hails from the Minister's Perambalur constituency in Tamil Nadu. Documents filed with the Registrar of Companies show that Raja's close relatives - such as his brother, nephew, niece and a few others - subsequently became directors in the company. With these high-profile inductions, the share capital of the firm surged to a respectable Rs 3 crore within 14 months of the operations being launched.

Three years later, in February 2007, the Minister's wife, MA Parameswari, was added to the board as a director. Raja neither informed the Prime Minister of his wife's and other relatives' business activities, which he was mandated to do according to the Services (Conduct) Rules, nor filed an affidavit assuring there would not be a conflict of interest between his duties as a Minister and the business deals of his wife and other relatives.

Even as Green House Promoters Private Limited continued to expand its real estate activities in Tamil Nadu (and Karnataka), with the Minister's official residence doubling up as his wife's business address, Raja was jolted by a report in early 2008 in a section of the media that pulled up the then Union Home Minister Shivraj Patil for using his official address as the business address for his son. Sensing trouble ahead, Raja got into damage control mode. His wife resigned from the directorship of the company on February 2008, but not before transferring her shares to another relative.

Documents available with The Pioneer show the shares were transferred to Raja's niece, Malarvizhi. The 29-year-old is the wife of Raja's nephew, a Government pleader in Tamil Nadu. The joint managing director of Green House is Raja's elder nephew RP Paramesh Kumar. The Minister's brother, A Kaliaperumal, is also a director of Green House. Another director of this company is R Ram Ganesh, the 22-year-old son of Raja's elder brother A Ramchandran, who is an Indian Forest Service officer.

From a humble beginning of Rs 1 lakh, the company soon soared to great heights. One of the Green House company's accounts at Canara Bank's T Nagar branch in Chennai had remittances of more than Rs 150 crore over the last four years. The money came from the Middle East, Hong Kong and Singapore, besides India, though it remains unclear why these remittances were made.

As the volume of business transactions increased, the company opened an office in Singapore in 2006. According to sources, it was done to cut down on the direct flow of funds into its Indian accounts and escape public scrutiny.

The failure to inform the Prime Minister and file an affidavit was not a one-time lapse or an 'oversight' by Raja. Wife Parameswari and the Minister's relatives became active partners in another company floated a month after Green House came to exist. Breaching rules again, Raja did not inform the Prime Minister and filed no affidavit of non-conflict of interest. The new company, once again dealing in real estate, had a miraculously high turnover of Rs 755 crore in its very first year of operation.

சென்னை மாநகர போக்குவரத்து கழக டிக்கெட் பரிசோதகரை, விசாரணைக்கு அழைத்து தலைமை செயலக ஊழியர்கள் தாக்கிய சம்பவம் பெரும் பரபரப்பை ஏற்படுத்தியுள்ளது. சென்னை ஆதம்பாக்கத்தை சேர்ந்தவர் ஜோதி (55). இவர் மாநகர போக்குவரத்து கழகத்தில், டிக்கெட் பரிசோதகராக பணியாற்றி வருகிறார். நேற்று காலை, தரமணி எஸ்.ஆர்.பி.டூல்ஸ் பஸ் நிறுத்தத்தில், ஜோதி மற்றும் அவருடன் பணியாற்றும் பஞ்சாட்சரம், பாண்டியன் ஆகிய மூவரும் பஸ்களை நிறுத்தி, டிக்கெட் பரிசோதனை செய்து கொண்டிருந்தனர்.

காலை 9:30 மணியளவில், திருப்போரூரிலிருந்து பிராட்வே செல்லும் தடம் எண் 521 பஸ், அந்த பஸ் நிறுத்தம் வந்தது. வழக்கம் போல் ஜோதி உள்ளிட்ட மூவரும் அந்த பஸ்சில் ஏறி, டிக்கெட் பரிசோதனை செய்தனர். அப்போது அந்த பஸ்சில் பயணித்த, தலைமை செயலக பணியாளர்கள் நான்கு பேர், டிக்கெட் பரிசோதகர்களிடம், ''பீக் அவர்சில் ஏன் இப்படி பஸ்சை நிறுத்துகிறீர்கள்?'' என்று கூறியதுடன், தகாத வார்த்தைகளால் திட்டியதாக கூறப்படுகிறது. இதனால், டிக்கெட் பரிசோதகர்களுக்கும், அவர்களுக்கும் வாக்குவாதம் ஏற்பட்டு, தள்ளுமுள்ளு ஏற்பட்டது.

வாக்குவாதத்தில் ஈடுபட்ட தலைமை செயலக ஊழியர், தன்னை தலைமை செயலரின் உதவியாளர் என்று கூறினார். பஸ்சை விட்டு பரிசோதகர்கள் இறங்கி விட, பஸ் கிளம்பியது. இதன்பின், டிக்கெட் பரிசோதகர் ஜோதியை அழைத்த மாநகர போக்குவரத்து கழக மேலாண் இயக்குனர், தலைமை செயலகத்திற்கு செல்லுமாறும், அங்கு விசாரணைக்கு அழைத்துள்ளதாகவும் தெரிவித்தார்.

தலைமை செயலர் அறைமுன்பு நடந்த இந்த தாக்குதல் சம்பவம், போக்குவரத்து ஊழியர்கள் மத்தியில் பெரும் பரபரப்பை ஏற்படுத்தியுள்ளது. அரசு ஊழியர்கள் தங்கள் கடமையை செய்யும் போது, மற்றொரு அரசு ஊழியர் ஒத்துழைப்பு அளிக்காததுடன், அவரை தாக்கியுள்ள சம்பவம் அதிர்ச்சியையும் ஏற்படுத்தியுள்ளது.
